Policing ad networks is one of the barriers to scale of the business model:

Westlake Village-based ValueClick announced today that its ValueClick Media and Commission Junction divisions are focusing on improving network quality, and have renewed an agreement with ad monitoring firm Cyveillance. According to the firm, the move will complement its own internal network monitoring system. Financial details of the renewal were not disclosed, however, the firm said that Cyveillance is providing the firm with real-time content monitoring of domains, ad tags, and its affiliate partners. The monitoring is being used to make sure that ValueClick’s ads do not show up on unapproved sites, and that affiliates–who are known for bending rules to get people to sign up for affiliate offers–do not violate their terms and conditions.
